The legal and regulatory framework for water management was long governed by Law
No. 87-616 of 21 September 1987 establishing the Water Code in the People's Republic of Benin.
However, it must be noted that the provisions of this law have hardly been applied in general and the causes
of this situation are multiple: (i) implementing texts not developed; (ii) contradictions, ambiguities and overlaps
of
responsibilities; (iii) lack of popularization of the provisions of the law; (iv) lack of popularization of the provisions of the law; (iv) inadequacy between adopted
legal rule and ancestral culture/customs.This document presents the management of water resources in Benin.
