2022 Aug 19Environmental and Social Management Framework Final Report
Benin has adhered to the general principles of sustainable development
in order to take account of environmental and social aspects in all
development policies. To this end, Benin incorporated legal and environmental protection provisions in its Constitution of 11 December
1990 (article 27) and
adopted Act No. 98-030 of 12 February 1999 on the framework law on the environment, which
prescribes the provisions and procedures for the environmental assessment of any development
programme, project or action.
For its part, in its policy of supporting developing countries
in the fight against poverty and
shared prosperity, the World Bank considers taking into account
environmental and social sustainability objectives as a fundamental requirement of the financing
it makes available. To contribute to the promotion of development,
it has therefore, among other things, adopted operational policies aimed at ensuring the
proper management of the environmental and social aspects of the projects it
supports. Depending on the nature and specific characteristics of the project, it requires
the country receiving funding to prepare specific documents for
this purpose. The general objective of the CGES is to provide a set of technical,
operational and regulatory measures to prevent and manage the potential
environmental and social risks of the project during its implementation. The aim will be to put in place guidelines and procedures to ensure that the
selection, evaluation, approval of sub-projects and their implementation
comply both with Benin's environmental and social policies, laws and regulations and with
the requirements of the World Bank's operational policies.
