Perceived both as a requirement for decentralization and a necessity for survival, the communal development plan remains a framework document through which a community expresses, through a shared vision, its will and its capacity to discipline and assume its own development. It is part of a dynamic that is ushering in a new development policy. It favors a spirit of combining intelligence and efforts, of reflection, of symbiosis and of sharing experiences according to a participatory, progressive approach, a responsible approach to the problem of well-being. On this basis and aware of the social, economic and political importance of a development plan, the town hall of the municipality of Toviklin has initiated a series of reflections and actions both within the municipal council and with its partners on the need to provide the community with a compass.

This document is the result of this desire and gives guidelines for the development of the municipality over the horizon of five years. It aims to be a framework for the fight against poverty and misery.
