2022 Aug 22Communal Plan for the Conservation of Biodiversity of the Protected Areas System _Commune of Kandi
In this new approach, the Entente Parks Support Program (PAPE), which
aims to contribute to the conservation of biodiversity and ecosystem services for sustainable
development in West Africa. Its actions concern the national parks of the WAPO
complex as well as adjacent protected areas and their contiguous peripheral areas in
Benin, Burkina Faso, Niger and Togo. These countries have opted for multi-level decentralization
(Region, Department/Province, Municipality) and integral communalization. Thus, coastal
communities living on the periphery of wildlife reserves are scattered
across a multitude of regional, departmental and communal authorities, all of which must
have planning tools such as the Communal Development Plan (PDC).
In Benin, law 2002-16 on the wildlife regime provides in article 51: “The
populations living near protected areas are, in all cases where possible,
associated with their management and/or benefit from a portion of the income or products derived from
their development”. The generation of developed PDCs has suffered from taking these
aspects into account. Even after greening, the PDCs do not sufficiently take into account the
specific issues of parks and reserves. In addition, some PDCs were developed
prior to or simultaneously with the development of the Participatory Development and
Management Plan for the two biosphere reserves of the complex. In Tanguiéta, the process of developing
PDC 2 started in 2009 when the RBP PAG was being finalized. It is within
this framework that the development of the PCC-SAP is part, so the PAPE has identified the need to define the harmonized and sustainable
conditions for the management of natural resources in the PDCs of municipalities
bordering the Pendjari and W National Parks. This document is the Municipal Plan for the Conservation of Biodiversity of the System of Protected Areas of Kandi.
